Overview of Quality Assurance System
ONESQA has to conduct EQA for all educational institutions at least once in every five years after the previous assessment. There are five EQA activities shown as follows:
External Quality Assessment Activities
1) Development of assessment system
ONESQA aims to develop criteria and standard of EQA by analyzing the results from the previous EQA rounds and inviting stakeholders to share ideas. After that, ONESQA will conduct public hearings of its initial draft before launching a pilot assessment exercise. Subsequently, new EQA criteria and standard will be properly amended and submitted to the Committee for Development of Assessment Systems for Higher Education and ONESQA Executive Committee for approval.
2) Development and certification of assessors
ONESQA will recruit assessors by inviting professionals, academics, and prominent executives to apply as external assessors. Criteria for the recruitment of external assessors will include the verification of their qualifications, educational backgrounds and experiences. Selected applicants from the first screening will go through hands-on oriented training organized by ONESQA. Successful candidates from the training program will be granted a license to be ONESQA’s external assessors for three (3) years, and the licenses are renewable. The assessors will be invited for calibration once every year.
3) Arrangement of EQA
Each year, ONESQA announces a list of educational institutions to be assessed and invites institutions to attend an EQA preparatory meeting. Before conducting a site visit, each higher education institution has an opportunity to propose 10 assessors. A team of assessors will be appropriately selected in line with the focus of higher education institutions. ONESQA will officially notify the assessed institution of the prospective assessors and the proposed site visit schedule in writing. If there is no objection from the institution, the assessors will officially be appointed to the institution. The assessed institution will submit the institutional and faculties’ SAR to ONESQA for the external assessors will conduct EQA within the proposed dates.
4) Approval the assessment report
The team of assessors submits the assessment report to the institution for verification and proposed amendments or objections. The approved/amended/objected EQA report of the assessed institution will be submitted to ONESQA within 60 days after the last day of site visit. The meta-assessors review the EQA report before submitting to Committee for Development of Assessment Systems for Higher Education for endorsement. Final decision will be made by ONESQA Executive Committee before disseminating the report to the institution and to the public.
5) Implementation of the assessment results
ONESQA appoints a Sub-committee to follow up with educational institutions on their quality improvement, based upon ONESQA’s recommendations after the EQA exercise. The sub-committee members consist of representatives of all parent organizations to report the utilization of assessment result for quality improvement. A sub-committee meeting is organized every 2 months. A manual of the utilization of assessment result published to serve as practical guidelines for all educational institutions and parent organizations to improve quality after ONESQA site visit in carried out.
